Permissions

SAMs has streamlined permissions to support integrated resource teams. There are 3 users roles that drive functionality:

  • Viewer
  • Editor
  • Super User

Viewer

Users with this role have access to view only pages for Actions, Packages, and Publications. They also have access to view the Templates, but not to edit them. These users can also access the reporting capabilities.

Editor

These users have all the permissions as a viewer plus have the ability to create, edit, and delete packages. They can edit any package regardless of who entered it into SAMs. Editors can publish packages and make edits to Action Summaries. They can also delete actions as needed.

Super User

Super Users have all the permissions that Viewers and Editors have PLUS editing of budget information on a package.

Action Summary

A collection of in-progress, subsequent, and completed work items per species action. This grouping is by species action only. This means that species that have a combination Proposed Listing and Proposed Critical Habitat on a package will have 2 separate actions in SAMS - one for Critical Habitat and one for Listing. They will not be grouped together.

NOTE: Non-species actions will be coming in a future release.

In-progress packages

SAMS will automatically determine when a species action has been placed in a package and place it in this section. This will give users a quick view of what's happening on the species action. Clicking on a row will provide the user with several pieces of information:

  • Action
  • Category
  • Lead Region
  • Lead by (staff)
  • Regulatory Priority
  • FR target date
  • Additional actions included on the package (if applicable)

To the right of the row, there is an ellipses () that give more actions for users to take: Go to package summary. If permitted, users will be able to make edits to the package.

Subsequent actions

Records in this section are waiting to be placed on a package. It might be helpful to think about this as the "to do" list for the species action. Click on the row to expand it and see more details about the subsequent action. An edit link will appear where users can make changes to the Category Type, FR target date, and Court-ordered date (where applicable).  When finished with edits, click save. Click cancel to retain the original data. To the right of the row, there is an ellipses () that give more actions for users to take: Add package and Delete action.

Add Package

This selection will take you into the +Add Package page. It's important to note that the action being viewed will not automatically be added to the package when this selection is made. Users will have to link the action to the package. To learn more about adding a package, please see that section.

Delete Action

Users have the opportunity to delete actions from this section if needed. You may want to delete if it's a duplicate or no longer relevant. Other reasons for deletion may be possible. Once you delete the action, there isn't an "undo" feature to get it back. However, it can easily be re-created on a package at any time. See the package section for creating new actions.

Completed publications

Completed publications represent those packages that have already published in the Federal Register (or have otherwise been completed). Summary information includes the title, publication date, # of actions, and # of species. Clicking on the row provides additional details about the publication. Clicking on the ellipses () provides you with a few options:

  • Open PDF in new tab: this will bring up the PDF version of the publication as represented in the official Federal Register.
  • Go to package summary: click this to see details about the package and make edits if permissions allow.
  • Go to publication summary: click this to see the publication details as they have been entered into SAMS. Users with the correct permissions have the ability to make edits as they see fit. BEWARE! Making edits at the publication stage will re-trigger business rules for the publication. While this may be desirable, make sure you read the steps carefully and accept/reject items as appropriate.

Packages

Packages serve as the vehicle to get review and signature approvals at various stops. All publications must have a package before they will be published via ECOS.

Creating a Package

All publications must have a package first. Clicking on “Menu” -> “+Package” will take you to a streamlined form that creates a rapid data entry page for Packages. It only requires that you fill in the absolute bare minimum fields:

  • Package Title

  • Category

  • Lead Region

  • Abstract

  • Link/Create New actions

  • FR Target Date

  • Template

Package Title

This is the descriptive title of the package. This title will be how you discover the record in searches and how it will be displayed in reporting. Users are limited to a max of 2000 characters.

Category

The category is a pre-defined picklist that helps a user define the “weight” or “priority” of a given package. The options are:

  • Discretionary

  • Statutory

  • Court Related Action

See the Action Summary section for the definitions of Statutory, Discretionary, and Court Related Action.

Only one category can be chosen per package. Because of this, users should select the highest “weight” or “priority” of the actions included on the package. For example, if the package contains 2 statutory actions and 1 court related action, the entire package should have a category of “Court Related Action”.

It is possible to edit the category field after the package has been created if needed. See the Edit Details: Identification section for examples of when an edit may be needed.

Lead Region

Users may select from Regions 1-8 and Headquarters. There can only be one region set as the “lead” for a given package. If multiple regions are participating in the package, a decision will need to be made which one will lead up the package.

Abstract

The abstract field is a simple text field that is required to be filled in by users. It is intended to give a general overview of the package for inclusion in reporting. A 2,500 character limit is imposed.

Actions

Searching for actions in the backlog

Users have the ability to search the backlog for outstanding actions for inclusion in the package. Actions can be discovered by searching on:

  • Species scientific name

  • Species common name

  • Species synonyms (from ITIS)

  • Action


Important! It is imperative to search for actions in the backlog before creating new ones (see section below). This will keep the backlog clean from duplicate actions.

Generating brand new actions

There will be times when an action is not in the backlog. This could be true for one or more of the following reasons:

  • The action was recommended, but rejected as a subsequent action on the last publication (see Subsequent Actions on Publication).

  • The action is not something that would be recommended as a follow-up action on a previous publication (e.g., Reopening of a comment period or Notice of a public hearing)

FR Target Date

This is the date you expect your package to go to the Federal Register for publication. It is not the actual date of publication. This date drives most of the business logic on the Package Tracking tab of a Package.

Template

Users must choose a Package Tracking template before creating the package. Only one template may be chosen per package. The template drives the “steps” outlined on the Package Tracking tab for a package. Examples of “steps” are as follows: Director, FWS, PPM, SOL review, etc.

Viewing and Editing a Package

All pages start as View Only. To edit this page, click on the “Edit section” that corresponds with the data you’d like to modify. While in edit mode, all buttons and tabs outside that section are disabled. This will prevent the potential loss of edits. Once you are done making changes, click the “Save section” button. Clicking “Cancel” while in edit mode on a section will discard your edits.

Editing Details

Identification

You’ll notice that there are more fields to edit on the Package Details tab than what was asked for when you initially created the package.

Title

This field was required upon package creation, but can be edited if necessary. Users are limited to a max of 2000 characters.

Category

This field was required upon package creation, but can be edited if necessary. The category could change over the course of a package IF linked actions present a mixed bag of categories. For example, if the package starts out with 2 Statutory actions, but a 3rd action is added later that is Court Related, then the entire package should be shifted from “Statutory” to “Court Related Action”.

Branch

One or more branches can be selected per package. This will allow the more complex packages to have cross-branch participation and reporting capabilities.

Lead Region

Only one lead region may be selected for the package as a whole. There are cases where multiple regions are participating in one package. In these cases, choose the region that is responsible for leading up the package. Regions 1-8 and Headquarters are the available options.

Regulatory Priority

One regulatory priority can be set on the package as a whole. The options are:

  • Economically Significant
    A rulemaking action that will have an annual effect on the economy of $100 million or more or will adversely affect in a material way the economy; a sector of the economy; productivity; competition; jobs; the environment; public health or safety; or State, local, or tribal governments or communities. All Economically Significant rulemaking actions should appear in an agency's regulatory plan.

  • Other Significant
    A rulemaking action that is not Economically Significant that the agency anticipates will be reviewed under E.O. 12866. Also, a rulemaking that is not Economically Significant and will not be reviewed under E.O. 12866, but is considered important by the agency and a priority of the agency head. These rules may be included in the agency's regulatory plan.

  • Substantive, Nonsignificant
    A rulemaking action that has substantive impact but the magnitude of the impact is less than significant. These rulemaking actions are not Economically Significant, will not be reviewed under E.O. 12866, and are not, at present, an agency priority.

  • Routine and Frequent
    A rulemaking action that is a specific case of a multiple recurring application of a regulatory program in the Code of Federal Regulations and that does not alter the body of the regulation.

  • Informational/Administrative/Other
    A rulemaking action that is primarily informational or pertains to agency matters not central to accomplishing the agency's regulatory mandate but that the agency places in the Agenda to inform the public of the activity.


These definitions are described in the Fall 2018 RID Instructions and can be found online at reginfo.gov.

Lead Staff

This field queries any active DOI ECOS user for a list of names. One or more lead staff can be added to a package.

Assist Staff

This field queries any active DOI ECOS user for a list of names. One or more assist staff can be added to a package.

Editing Package Tracking

This tab shows users the surname process that the package needs to go through prior to being ready for publication in the Federal Register. The stop names, days to complete, and “Due to” dates are based on the template chosen at the time of package creation. Both editors and super users will get a view only version of the page to begin with.

To start making edits, click on the “Edit Section” button. A number of features become available when you are in edit mode:

  • Change the template to a different one

  • Edit any part of the date steps including step names, dates, and days to complete

  • Add and delete steps on a package

Changing the template

Users have the ability to change the template set on the package by clicking the “Recreate Schedule….” button. This feature can do one of 2 things:

  • Swap out the template currently set to another template in the picklist.

  • Reset any custom changes made to the package tracking for that package back to the original template.

NOTE: This feature is ONLY AVAILABLE while there are no completed stops. Changes are permanent (an UNDO option is not available), so be sure you want the changes before saying yes. We do provide a confirm feature prior to making the changes.

Editing package tracking

Once in edit mode, users can edit many details related to the package tracking. The Federal Register (FR) Target Date can be adjusted to accommodate changes to the schedule. Adjustments to the FR Target Date will recalculate the due dates of all incomplete stops by working backwards from the new target date.

Other adjustments can be made by making changes to the 'Due date' or the 'Days to complete' of stops; adding or deleting stops. These changes will recalculate the due dates of future stops by pushing them out or pulling them in depending on the change you made. Changes are only permanent once you click "Save Section".

Editing Budget

A budgeting feature is only available to super users. It is intended to track

  • Budget Fiscal Year

  • Funding Category

  • Printing and Economic Analysis costs - both budgeted and actual

  • Economic Analysis Contract number (where applicable)

  • Any associated notes needed for the budget record


Budget is not required to be entered on a package, but is available. One or more budgets can be entered on a single package.

To create a budget, fill in the Fiscal Year and Funding Category fields and click “Create”. Once added, additional fields are available for editing. To edit, click the “Edit” button associated with the budget record.

Deleting a budget record is also possible. Click the “Delete” button next to the budget record that should be removed. Be aware that you can not recover a budget record once it’s deleted. There is no “undo” function.

Deleting a Package

In the event that a package was created by mistake (duplicate, no longer relevant, etc), the ability to delete the package is available. To delete a package, click the “Delete” button in the upper right hand corner of the package header.

Prior to deletion, SAMs will require decisions on what to do with the actions associated with the package

  • Return them to the backlog

  • Delete permanently

A selection is needed for every action associated with the package.

Selecting the “Return to backlog” radio button will disassociate the action from the package, but retain it in the backlog. This will allow the action to be discovered via reports and for inclusion in another package as appropriate.

Selecting “Delete Permanently” will delete the action from SAMs completely. The action will not be discoverable in searches or reports. If it is deleted accidentally, there is no undo capability and users will have to re-add the action by hand.

Species and Non-species packages

In the current release, SAMs only allows the tracking of Species related packages. However, in a future release, the ability to track non-species packages will be possible. Examples of non-species packages include: Guidance, Regulation, Policy, Memo, and Handbook.

Publication

Creating a Publication

The only way to create a publication is to click the “Publish Package” button on a Package. All publications must have a package before they can be published. Once that button is clicked, a wizard will step you through all the information needed.

Important! None of the information you’ve entered in the wizard will be saved until you click the “Complete Publication” button on Step 6 of the wizard. Stopping in the middle of the wizard and going to a different page will result in a loss of edits.

Step 1: FR Details

This step represents the needed metadata for the publication so the record is discoverable in searches and what the public sees when looking at species publications.

Title

The title of the publication. It should match the title that has been published in the Federal Register by the GPO.

Date

This is the date the publication published in the Federal Register. It is not the effective date of the rule (where applicable). Effective date(s) will be entered on a future step in the wizard.

Document ID

The document ID can be found on the Federal Register publication. It is located at the very end of the publication and labeled FR Doc. It typically has a format similar to this: 2016-24113.

FR page code

This is the Volume of the Federal Register publication.

Start page

The starting page of the publication being entered.

End page

The final (ending) page of the publication being entered.

Step 2: Actions

It is sometimes true that further decisions need to be entered on the actions during the publication stage. For example, was the determination on the 12 month finding Warranted, Not Warranted, or Warranted but Precluded? If it was Not Warranted, what reason was given for that determination? Step 2 is where this information is collected.

Publication Actions

This is a list of actions that are being published. Some basic information about the action is provided to help with identification:

  • Species

  • Action

  • Publication

  • Decision

  • Reason

Rows that need further data entry are flagged for easy identification. Click on the row to enter in the required fields. The form will not allow you to proceed to the next step unless all the required information has been filled out. Click “Next” when finished.

Step 3: Species Status

Based on business rules, Step 3 of the wizard can recommend species status changes. For example, if you’re publishing out a Final Listing, Endangered for the Fantastic Bat, the system will recommend that its listing status be set to Endangered. See the Species Status Changes section for specific details on business rules.

Users can perform a few items on this page:

  1. Accept/Reject a status change recommendation

  2. Edit the status, effective date, and/or pending species status

  3. Reset recommendations if you’ve made changes and want to go back to the original recommendations

Accept/Reject a status change recommendation

Click on the sliding bar to the left of the recommendation to “reject” the suggestion. Rejecting a recommendation will tell the software to not make the recommended change and leave the species status record as is. You can click the sliding bar again to “accept” the recommendation.

Edit the status, effective date, and/or pending species status

Status

Clicking on the species status recommendation will provide you with a few items to edit. Change the species status if the recommended status is incorrect.

Effective Date

We automatically default the effective date to 30 business days from the publication date. If it’s longer/shorter, the date can be adjusted here.

Pending status

It’s sometimes needed to have a “pending status” in place to capture scenarios when a species has more than one listing status. The pending status field allows for this dual listing status to happen. Pending status is often temporary and recommendations on further publications will remove it from the species record. For example, the software allows users to track when a species is listed as “Endangered”, but is “Proposed for Delisting”. Once the Final Delisting is published out, the “Proposed for Delisting” pending status is removed from the database.

Reset recommendations if you’ve made changes and want to go back to the original recommendations

This feature allows you to get back to the original state of the recommendation. There could be times when several edits have been made and you want to go back to what the system suggested. Performing this operation doesn’t preclude you from making edits again if needed.

Step 4: Supporting Documents

Link Species Status Assessments (SSAs) and/or upload documents that support the actions on this publication. This step is intended to directly tie a supporting document to a species/publication. In the future, this will allow ECOS to display a publication for a species with supporting documents right next to it.

SSAs

All SSAs are stored in ServCat and displayed in SAMs for linkage purposes only. Select one or more species to see a list of SSAs that go with those species. The species selection filters down SSAs to just those species selected. For example, if you have 3 species linked to the publication and want to link an SSA to 2 of them, checking those 2 species will only bring back SSAs that have both checked species on it. Not any SSA that has one of those species on it.

If you do not see a SSA record, check ServCat to be sure it’s been entered.

Upload document(s)

Users can upload several document types into ECOS to support the publication. File Category options are:

  • Species Assessment Form

  • Petition Review Form (PRF)

  • Peer Reviews

  • Policy

  • Regulation

  • Handbook

Step 5: Subsequent Actions

Based on business rules, Step 5 of the wizard can recommend subsequent (follow-up) actions to take. See the Subsequent Actions section for specific details on business rules.

Users can perform a few items on this page:

  1. Accept/Reject a subsequent action recommendation

  2. Edit the category and/or target due date for the subsequent action recommendation

  3. Reset recommendations if you’ve made changes and want to go back to the original recommendations

  4. Generate additional actions

Accept/Reject a subsequent action recommendation

Click on the sliding bar to the left of the recommendation to “reject” the recommendation. Rejecting a recommendation will prevent the software from creating the subsequent action in the backlog. You can click the sliding bar again to “accept” the recommendation.

Edit the category and/or target due date for the subsequent action recommendation

Clicking on a row allows you to edit the category and target due date for the subsequent action. Save any changes you’ve made before clicking “Next”.

Reset recommendations if you’ve made changes and want to go back to the original recommendations

This feature allows you to get back to the original state of the recommendation. There could be times when several edits have been made and you want to go back to what the system suggested. Performing this operation doesn’t preclude you from making edits again if needed.

Generate additional actions

There could be times when the system doesn’t recommend a subsequent action that you want placed in the backlog. This could happen for a few different reasons:

  • It’s a new business rule that ECOS doesn’t have stored for the publication you’re working on.

  • The business rules for the action you’re publishing weren’t clear cut enough to know what to recommend.

  • It’s not an action that the software would know to recommend, but that the user knows needs to happen. An example of this might be if you’re publishing out a Proposed Listing, Threatened and already know you’ll be doing a Proposed 4d in a separate package. The system can’t predict this scenario, but users have the ability to add something if needed.


Click on the link at the bottom of the suggested actions and fill in the fields. Click “Add” when done. If you change your mind and want to remove the subsequent action just generated, click the “remove” button next to the record. NOTE: only species that are on the publication you’re working on can be selected for subsequent actions.

Click “Next” when you are finished with edits.

Step 6: Confirm

Prior to publishing the package, you have an opportunity to review all your edits for accuracy. If you notice any inaccuracies, click the “Back” button at the bottom to navigate to previous steps in the wizard. Click “Complete Publication” when you are satisfied with all the items entered.

Operation Results

SAMs will show you the status of all your changes from the wizard on this page. If something fails, you will be notified on this page. Click “Return to Home” to get back to the SAMs homepage.

Editing a Publication

There could be a case where you need to go back and edit a publication. This should be a rare occurrence. If you do have a need to edit something (e.g., typo in the title, etc.), search for the publication on the homepage and click the “View Publication” button on the correct record. You will be taken to a view only version of the publication. If you have the appropriate permissions to edit, there will be an “Edit” button that takes you into the wizard.

Remember! You will need to complete all the steps in the wizard again before your changes will be saved. Even if you only needed to make a change to the first step in the wizard.

Deleting a Publication

We expect this to be so rare, that there isn’t a way to perform it in SAMs. In the event that a publication needs to be deleted, a help desk ticket should be submitted for ECOS staff to perform the task directly in the database.

Petitions

Petitions are currently tracked in another ECOS module. In a future release of SAMs, Petition tracking will be incorporated. Until that incorporation, 90 day petition findings will need to be entered onto a package by hand. They will not be discoverable via the backlog.

Templates

SAMs utilizes Package Tracking date templates to support the surname process on a package. Each template has stops that are specific to the action you are taking.

Viewing Templates

To look at the current templates and their stops, click Menu -> Manage Templates. A list of templates will be presented with the:

  • Name

  • # of Stops

  • # of Packages using


Clicking on the row will expand it to provide additional information about the template. Including:

  • Stop Names

  • Days to complete for each stop

  • Incomplete and Complete packages using the template

  • A “View” link that provides a list of packages using the template

Clicking on the “View” link provides users with a list of hyperlinked package titles.

Reporting

SAMs provides integrated ad-hoc reporting to support custom queries on demand and the ability to bookmark report URLs and/or email report URLs to others.

Data Available for querying

The following information is available for querying out of the SAMs database:

  • Actions
  • Core Species Information (Common name, Listing status, Population, Current Range, etc.)
    • Delisting Information (Date and Reason)
  • Packages (Title, FR target date, Where's package at?, etc.)
    • Lead Staff
    • Assisting Staff
    • Branches
    • Budget
    • Tracking Dates
  • Publication (Title, Date, URL to GPO PDF, etc.)

How to build a report

The basic capabilities of this ad-hoc report include:

  • Custom ordering of columns
  • Addition and Removal of columns
  • Addition and Removal of entire tables of information
  • Filtering per column

Custom ordering of columns

To move columns around in your report, simply click and drag them to the left or right to move them. This allows users to further customize their reports and have the column ordering that best makes sense. In the case where a data set with many columns has been added to the report, users can drag the entire data set to another location in the report results. This makes the column reordering more efficient than dragging each column around. 

Column order will be tracked in the URL for the report so returning to it (or emailing it to another user) will display the columns as you ordered them.

Addition and Removal of columns

Addition

To add columns, use the left navigation panel "Columns" and "Related Tables" tabs to discover the data needed for the report. Check marks next to the column name represent it's inclusion in the report already. Too add one, simply click on the field itself or click the "Add all" button to add all columns in that data set to the report.

Removal

To remove columns from the report, click the "X" button in the column.

Removal of entire tables of information

To make big report changes, users have the ability to remove entire data sets from the report results. Click on the "X" next to the data set to remove all columns.

Filtering per column

Applying filters will help users refine the data in the results section. Filtering can be accomplished in a few different ways:

  1. Clicking on the drop down icon on the column in the result set and selecting "Add filter"
  2. Clicking on the drop down icon next to a field in the Columns tab on the left sidebar and selecting "Add filter"
  3. Clicking on the "Filter" button when hovering over a field on the Related Tables tab on the left sidebar
  4. Clicking on the "Filters" tab at the top of the left sidebar

There are 4 drop down menus to accomplish filtering

Table

This menu allows the user to select the table to start filtering by. This drop down menu will influence the Column menu below it. NOTE: this field will be defaulted to the appropriate section if using the filtering options in methods 1-3 above.

Column

Based on the Table selection made, a list of columns to filter by will be presented here. NOTE: this field will be defaulted to the appropriate section if using the filtering options in methods 1-3 above.

Operator

The Operator menu allows you to perform a fine tuned filtering operation. Options like "Equals", "Less than", and "Contains" (for text fields) provide the ability to refine the results you need to extract from the data set.

Value

Place the value to filter by here. This field may change based on what you choose in the operator menu.

Searching helps users find tables, columns, and anything with the search term in the metadata description quickly. Know you want the species listing status in your results, but don't know how to find it? Search for "status" in this tab and it will bring back column and table names that match your search term. Click to add the column to your report, see the Metadata (see help below), or access the filtering options for that column of data.

Help

Field definitions are provided on every column available for querying in the report. This will provide additional understanding of the data to anyone using that column of information. There are a couple ways to access the definitions.

  1. Click on the "Help" tab in the left navigation and select the Table from the list. Next, click the drop-down menu from column of interest and select "Show metadata". A definition of the column will be presented. NOTE: this method requires the user to know what table the column their looking for is in. 
  2. While navigating the Columns and Related Tables in the left navigation (done via adding columns to the report), click the drop-down menu from column of interest and select "Show metadata". A definition of the column will be presented.

A good chunk of SAMs leverages business rules to guide the user through the workflow. Below are the rules the software follows.
