Focus Areas were developed using USGS 8-digit Hydrologic Units (HUC) as base layer. Each HUC was ranked using both quantitative and qualitative criteria and using the ranks revised based on peer review and expert opinion. In some cases adjacent HUCs were combined to form an aquatic focus area.
